Objectives
The quality file sets out to bring together a list of quantitative indicators that reflect the quality of a specific statistics operation for each of the quality dimensions or factors established by EUROSTAT. This quality file has been produced using the standard quality indicators proposed by this European body and others arising from EUSTAT's own statistics operations procedure.
Whenever possible, alongside the real value of each indicator a reference value will be added whose mission is to facilitate the interpretation of the “goodness” of the given indicator. In general it will be expressed by a maximum or minimum value of the reference of the indicator.
Description of indicators
- Indicators of relevance
- Satisfaction rating and level of importance by operation group
The Real Value of this indicator is calculated according to the results of the latest available User Satisfaction Survey produced by EUSTAT. As Reference Value it includes the value range, minimum and maximum taken by these indicators (between 0 and 5).
User satistaction survey
- Number of accesses to website
The Real Value of this indicator is calculated according to the annual data of the "Report on Website Demand" produced by EUSTAT. It includes all the accesses to data, information, documentation etc. related to a specific statistics operation. As reference value it includes the total number of accesses to statistics operations on the website in the corresponding annual period.
Number of media impressions
The real value reflects the number of times that the specific statistics operation has been mentioned by any part of the media (press, digital media, radio or television). As reference value it includes the value of this indicator for the total number of statistics operations.
- Indicators of reliability and accuracy
- Total response rate:
Calculated as: Local Bodies Collected (n) / Total Local Bodies (N) = %
- Indicators of punctuality and timeliness
- Adherence to calendar
The real value of this indicator is given by the number of periods in which the established conjunctural calendar has been adhered to. If the operation is structural, value 1 is introduced if the projected publication date has been met and 0 if otherwise. As reference value it includes the total number of annual reference periods.
- Average annual time-lag
The time passed between the reference period of the data and its availability. The real value introduced is the average value of the time-lags registered during all the periods of the year. If the operation is structural the annual time-lag is considered. As reference value it includes the time-lag established for the statistics operation in the Annual Statistics Programme.
- Indicators of comparability over time
- Length of the comparable time series
The real value reflects the number of registered periods of data series that are free of "gaps" provoked either by the specific peculiarities of a certain period or by substantial methodology changes. The greater this indicator the more comparable over time the series is considered. As reference value the value "10 years or more" is proposed, a category proposed by EUROSTAT for this type of indicator.
- Indicators of clarity and accessibility
- Number of methodology documents published on the website.
The real value of this indicator reflects the total number of documents (reports, files, tables, etc.) available in the section on "Methodology and Quality" on the website for each statistics operation.
- Number of publications disseminated.
The real value of this indicator contains the number of different formats in which the information on the statistics operation is published. These formats are described in the Technical Project of the statistical operation.
- Other indicators
- Monetary cost
The real value reflects the liquidation cost of the operation and as reference value the total liquidation expenditure of EUSTAT is used.
