Objectives
The quality datasheet seeks to establish a list of quantitative indicators that reflects the quality of a specific statistics operation, for each of the quality dimensions or factors established by EUROSTAT. This quality datasheet has been prepared based on the standard quality indicators recommended by the European authority and on others based on the procedures of the EUSTAT statistics operations.
Whenever possible, a reference value whose mission is to facilitate the interpretation of the “goodness” of the given indicator will be added alongside the real value of each indicator. And in general, it shall be expressed by a minimum or maximum reference value of the indicator.
Indicator Descriptions
- Relevance Indicators
- Satisfaction index and importance level by operations groups
The real value of this indicator is calculated using the results of the last available User Satisfaction Survey produced by EUSTAT. The value range, the minimum and maximum of these indicators (between 0 and 5), is included as the reference value.
User satistaction survey
- Number of website hits
The real value of this indicator is calculated using the annual figures from the “Annual Dissemination Report” produced by EUSTAT. It includes all the hits for the data, information, documentation, etc. related to a specific statistics operation. All web hits for the statistical operations for the relevant annual period are included as the reference value.
Number of items in the media
The real value of this indicator is calculated using the annual figures from the “Annual Dissemination Report” produced by EUSTAT. The total number of reference to statistics operation in the media is included as the reference value.
- Accuracy and reliability indicators
- Company Sector response rate
The real value of this indicator is the percentage of companies that have answered. The reference value of this indicator is the percentage of companies that are expected to answer.
- Public Administration Sector response rate
The real value of this indicator is the percentage of public entities that have answered. The reference value of this indicator is the percentage of public entities that are expected to answer.
- Higher Education Sector response rate
The real value of this indicator is the percentage of university centres that have answered. The reference value of this indicator is the percentage of university centres that are expected to answer.
- Company Sector response rate
The real value of this indicator is the percentage of companies to be allocated as no response has been obtained. The reference value of this indicator is the percentage of companies that are expected to be allocated for failing to answer.
- Opportunity and punctuality indicators
- Schedule compliance
The real value of this indicator shows where the established structural schedule has been met (1 Yes, 0 No). The reference value is 1 (It is met).
- Average annual time-lag (months)
The real value of this indicator shows the average of the time lags for all the periods of the year. The time-lag that is established in the operation datasheet in the Annual Statistics Programme is included as the reference value.
- Geographical comparability indicators (INE/EUROSTAT)
- Comparability rate
The real value of this indicator gives the percentage of aspects of the metadata that are comparable compared to their total relevant aspects.
The following 10 have been considered as relevant aspects of the metadata: Statistics variables, Statistics measurements, Target population, Reference framework, Frequency, Reference period, Codes & nomenclatures, Study domains, Information collection and Data processing (editing and allocation).
They are all comparable except for information collection and allocation process, as EUSTAT collects the information as a census and allocates the missing records.
- Indicators of comparability over time
- Length of comparable time series (Years)
The real value of this indicator shows the number of annual periods where the time series without “jumps” has been maintained. The greater the indicator, the comparable over time the series is considered to be. The "10 years or more” value, the category suggested by EUROSTAT for this type of indicator, is the reference value.
- Coherence indicators
- Absolute error
The real value of this indicator measures the percentage difference between the values observed for the Internal Expenditure on R&D variable in the Innovation Statistics and in the R&D Statistics. The reference value is the maximum percentage admitted.
- Accessibility and Clarity indicators
- Number of methodological documents disseminated on the website. (“Methodology & Quality” section)
The real value of this indicator shows the number of documents available under the Methodology section of the website.
- No of publications disseminated
The real value of this indicator shows the number of different formats in which the data of the operation are disseminated: Data tables, Press releases, Databanks, Results analysis and Main structural indicators.
- Minimum number of “clicks” needed to access the data tables of the operation
The real value shows the minimum number of “clicks” needed to access the data tables of the operation
- Other indicators
- Monetary cost
The real value reflects the transition cost of the operation and it uses the EUSTAT total transition costs as the reference value.
