Objectives
The quality datasheet seeks to establish a list of quantitative indicators that reflect the quality of a specific statistical operation, for each of the quality dimensions or factors established by EUROSTAT. This quality datasheet has been prepared using the standard quality indicators recommended by the European authority and on others arising from EUSTAT’s own statistics operations procedure. Whenever possible, a reference value whose mission is to facilitate the interpretation of the “goodness” of the given indicator will be added alongside the real value of each indicator. And in general, it shall be expressed by a minimum or maximum reference value of the indicator.
Indicator Descriptions
- Relevance Indicators
- Satisfaction index and importance level by operations groups
The real value of this indicator is calculated using the results of the last available User Satisfaction Survey produced by EUSTAT. The value range, the minimum and maximum of these indicators (between 0 and 5), is included as the reference value.
User satistaction survey
- Number of website hits
The real value of this indicator is calculated using the annual figures from the “Dissemination Report” produced by EUSTAT. It includes all the hits for the data, information, documentation, etc. related to a specific statistics operation. All web hits for the statistical operations for the relevant annual period are included as the reference value.
Number of media hits
The real value reflects the number of times that the specific statistical operation has been mentioned in any of the media (press, digital media, radio and television). The value of this indicator for all the statistical operations is included as the reference value.
News valuation
The real value of this indicator is a number that is allocated to each news item according to the space that it has occupied in the digital or printed press, or to the time in the case of an audiovisual news items (radio and TV).: The valuation criterion is as follows: 1= Short news item (Up to a maximum of two paragraphs), 2= More than two paragraphs, but under half a page, 3= Approximately half a page, 4= Around ¾ of a page, 5= When the news items occupies 1 page and 6= More than one page. The average of all the news items that have appeared in a specific period are included as the reference value.
- Opportunity and punctuality indicators
- Schedule compliance
The real value of this indicator will be given by the number of period where the established economic cycle timeline has been fulfilled. If the operation is structural, the value 1 will be entered if the envisaged publication date has been met and 0 if it has not. The total number of annual reference periods is included as the reference value.
- Average annual time-lag
It is the time between the reference period of the data and their availability. The real value entered is an average value of the time-lags recorded throughout all the periods of the year. If the operation is structural, the annual time-lag will be considered. The time-lag that is established for the statistics operation in the Annual Statistics Programme is included as the reference value.
- Geographical comparability indicators (MEC/EUROSTAT)
- Geographical comparability rate
The real value reflects the percentage of aspects of the metadata that are comparable with each of the reference institutions and entities (MEC and EUROSTAT). If the aspect is question is comparable, the value 1 is allocated and the value 0 if not. The comparability rate will be calculated by dividing the number of aspects that are comparable by the total of aspects considered. The metadata aspects considered to be comparable are as follows: Statistics variables, target population, frequency reference period and codes and names.

- Length of comparable time series
The real value reflects the number of periods registered in the data series that are free of “gaps” either caused by the specific features of a certain period or by substantial methodological changes The greater the indicator, the more comparable over time the series is considered to be. The "10 years or more” value, the category suggested by EUROSTAT for this type of indicator, is recommended as the reference value.

The real value of this indicator reflects the total number of documents (reports, datasheets, tables,…) available in the “Methodology and Quality" section of the website, for each statistics operation.
- Number of publications disseminated.
The real value of this indicator contains the number of different formats in which the information on the statistics operation is published. These formats are described in the Technical Project of the statistics operation. These formats are as followings: book, databank, website tables, graphs, results analysis and press releases.

The real value shows the minimum number of “clicks” needed to access the data tables of the operation

The real value reflects the transition cost of the operation and it uses the EUSTAT total transition costs as the reference value.
