Objectives
The quality datasheet seeks to establish a list of quantitative indicators that reflect the quality of a specific statistical operation, for each of the quality dimensions or factors established by EUROSTAT. This quality datasheet has been prepared based on the standard quality indicators recommended by the European authority and on others based on the procedures for the EUSTAT statistical operations.
Along with the real value of each indicator, a benchmark value, whose mission is to facilitate the interpretation of the “soundness” of the given indicator, shall be added wherever possible. And in general, it shall be expressed by a minimum or maximum benchmark value of the indicator.
Indicator Descriptions
- Relevance Indicators.
- Satisfaction index and importance level by operations groups
The real value of this indicator is calculated using the results of the last available User Satisfaction Survey prepared by EUSTAT. The value range, the minimum and maximum of these indicators (between 0 and 5), is included as the benchmark value.
User satistaction survey
- Number of website hits
The real value of this indicator is calculated using the annual figures from the “Website Demand Report” prepared by EUSTAT: It includes all the hits for the data, information, documentation, etc. related to a specific statistical operation. All web hits for the statistical operations for the relevant annual period are included as a benchmark value.
Number of media hits
The real value reflects the number of times that the specific statistical operation has been mentioned in any of the media (press, digital media, radio and television). The value of this indicator for all the statistical operations is included as the benchmark value.
- Accuracy and Reliability Indicators
- Total response rate (%) - Annual Average
The real value is the average of the monthly response rates. The monthly response rate is calculate as the quotient between the number of surveys conducted during the benchmark period out of the total units eligible to be surveyed.
- Opportunity and Punctuality Indicators
- Timeline compliance
The real value of this indicator will be given by the number of period where the established conjunctural timeline has been fulfilled. If the operation is structural, the value 1 will be introduced if the envisaged publication date has been met and 0, contrary case. The total number of annual benchmark periods is included as the benchmark value.
- Annual average lag
It is the time between the reference period of the data and their availability. The real value entered is an average value of the lags recorded throughout all the period of the year. If the operation is structural, the annual lag will be considered. The lag that is established for the statistical operation of Annual Statistical Programme, is included as the benchmark value.
- Accessibility and Clarity Indicators
- Number of methodological documents disseminated on the website.
The real value of this indicator reflects the total number of documents (reports, datasheets, tables,…) available in the “Methodology and Quality" section of the website, for each statistical operation.
- Number of disseminated publications.
The real value of this indicator contains the number of different formats in which the information about the statistical operation is published. These formats are described in the Technical Project of the statistical operation.

- Monetary cost
The real value reflects transition cost of the operation and it uses the EUSTAT total transition costs as the benchmark value.
